(See the Agriculture Improvement Act of 2018, Pub. L. 115-334.) TSA officers are required to report any suspected violations of law to local, state, or federal authorities.”

Traveling With CBD Internationally

Although CBD is federally legal in the U.S. and many countries have also legalized it, not all countries have the same laws regarding hemp-derived CBD. In Europe, for instance, CBD is legal but only with up to .2% THC (Regulation (EU) No 1307/2013). In Japan, CBD is legal while THC is not, so any measurable amount of the psychoactive compound can get you in trouble. Most CBD products in the U.S. have up to 3% THC content, and they can become a problem in other countries with different laws. The best way to ensure you bring a product considered legal in the country you are flying to is to find its local laws regarding CBD online or speak directly to the embassy.     Although CBD products won't cause you any problems on domestic or even on some international flights, CBD Flower can – although federally legal, it can still get you in trouble during security screening. CBD flower smells and looks very much like marijuana. Even though you might not be breaking any law, you'll still have to spend quite some time until the TSA determines whether the flower is of marijuana and if it can be allowed for travel.     Per the 3-1-1 Liquids Rule, you can bring a quart-sized bag of liquids, aerosols, gels, creams, and pastes through the checkpoint, With each not exceeding 3.4 ounces (100 milliliters). To travel with CBD oil and topicals without problems, follow the TSA 3-1-1 guidelines or place larger containers with CBD oil in your checked luggage.
